Ucanss - Web accessibility: understanding and applying the legal and technical framework

How can we achieve a high level of digital accessibility in the public sector?

If I go to La Sécu Recrute, which is 100% accessible, at any time, everything works from the keyboard and I have a focus on the item that is selected. I can launch my search, open the advanced criteria, I have shortcuts to go to certain areas... We even have an area that is only accessible by keyboard to explain the icons that appear further down the page. There's a whole logic to it, it's design, it doesn't just happen.

Objectives

UCANSS was seeking to comply with the legal framework for digital accessibility, in particular the RGAA (Référentiel Général d'Amélioration de l'Accessibilité), which applies to all public structures. But beyond the regulatory obligation, the challenge was also a technical one: to understand, structure and manage an approach that guarantees that web content is accessible to people with disabilities. This involved aligning practices with WCAG standards, producing audits, documenting compliance via an up-to-date accessibility declaration, and implementing a clear, monitored multi-year plan.

Solutions

As a public body, UCANSS was obliged to comply with RGAA requirements. This challenge was met by relying in particular on the 4 pillars of web accessibility:

  1. Application of the 4 WCAG principles (decrypted in the customer case),
  2. The implementation of advancedaudits and multi-year plans,
  3. Legally compliant accessibility declaration,
  4. A toolbox tested and validated by UCANSS.

All these elements are detailed in the case study, a practical guide for web professionals and accessibility consultants.
