change page template after the page has been created

Is there a way to get rid of css imports and empty anchor tags such as

<a class="hidden" id="ctn331_123" name="ctn331_123"></a>
and
<link rel="stylesheet" type="text/css" href="/css/styles.css"/><link rel="stylesheet" type="text/css" href="/css/languageSwitchingLinks.css"/><link rel="stylesheet" type="text/css" href="/css/portlet-spec-1.0.css"/><link rel="stylesheet" type="text/css" href="/css/portlets.css"/>

when user is not logged in? Is there a setting in configuration that solves this issue?


And is there a way to change the template associated with a page after the page has been created? "Page Setting" displays the name of the template associated with the page, but it is not editable.
